Resident picks up "disgusting" amount of dog fouling bags

A “DISGUSTING” number of dog fouling bags have been retrieved from hedges and footpaths.
In one day 37 bags were picked up in Mistley, by resident Bob Horlock after irresponsible dog owners chucked them in Furze Hill and Essex Way.
Mistley Parish Council wants to install signs and two new bins by the village hall and at the junction of School Lane and Green Lane to try to curb the dirty habit.
At Mistley Parish Council’s January meeting calls were made for residents to shame careless dog owners into picking up after their pets.

It says:
ONLY three dog owners were fined for not cleaning up after their pets in Tendring last year.
Owners can be hit with a £50 fine if they do not clear up after their dog on public land.
But just a handful of people were fined in 2012 - despite more than 20 council employees being authorised to hand out fixed penalty notices.
Tendring Council environment boss Nick Turner is urging the public to help prosecute those responsible.
“It is not for lack of will - we just can’t get the evidence,” he said.
“People should let us know when someone is not picking up after their dog.
“If it’s happening regularly we can get a dog warden out there.
“Our dog wardens are wonderful and will be out there at 6am if it will secure a conviction.
“But we need the help of local people.”
There are fears people are scared to report rogue dog owners in case they find out.
I wanted to proffer a comment but for some inexplicable reason there was no facility to do so.
I will therefore publish my comment undercover of this report in the Harwich & Manningtree Standard.

What an utterly feeble response from the Tendring Council Environment Boss
Of course people will be put off being seen to report the miscreants responsible for this obnoxious nuisance.
By the very nature of their disregard for the law the perpetrators are already demonstrating an aggressive attitude to society in general.
People living in close communities should not be put in the invidious position of being treated as pariahs by these low intellect neighbours.
It is patently obvious that it wouldn’t just be the pavements and playing fields that get besmirched with the unwelcome K9 Output - it would probably also be the letter boxes of the supposed informants!
These people pay their council tax. They are entitled to a reasonable standard of service. I don’t think that given there are more than 20 council employees authorised to hand out fixed penalty notices that an average of one penalty notice per employee being handed out every 6 years and 8 months is a particularly good result!
Why doesn’t the person in charge of this particular department get a grip and deploy the staff on a random proactive basis to apprehend the perpetrators in the act. I am sure it wouldn’t take too long before a few fifty quid contributions found their way back to the council coffers.
I don't know how the word wonderful gets into the equation, quite frankly I think the situation is a absolute disgrace!

Don’t tell the people who pay your wages how wonderful your department is. Demonstrate it by results.
Get out there and lead by example!
Let’s have some collars felt, penalties issued and the perpetrators named and shamed.
Otherwise perhaps you might consider moving aside and making way for someone more positively inclined?
