Essex County Council currently has responsibility over highways in Essex.
Mayor Dave McLeod told a meeting on Wednesday he was getting fed up with the increasing number of holes.
He said: “How long are we going to wait for the potholes to be sorted?"
A spokesman for Essex County Council said it would not delove the power to repair potholes to Tendring Council.
