Firecrews tackled more than 20 calls to flooding incidents this morning, after receiving more than 80 calls.
Crews attended flooding in Hawthorne Rise, Powers Hall End and Lime Close, Witham and Perryfields Braintree.
Firefighters also rescued a motorist trapped in flood water under the A12 flyover in Rivenhall End as well as receiving dozens of calls to other other incidents across the area.
Flooding delayed train services and caused disruption to routes through Witham, with the Essex Weather Centre estimating close to 2 inches of rain fell within 90 minutes during the flooding.
Witham Library has also been closed due the flooding and Essex County Council said it is working to reopen it as soon as possible.
