Foster carers will be paid more as Essex County Council (ECC) seeks to tackle a caring gap.
ECC needs another 100 families to sign up as foster parents in order to cut the numbers of children placed in more costly private care.
Families will now receive up to £250 per week, up from £240, plus expenses, to care for the most challenging children.
Jim Bond, chairman of the Essex Fosters Care Association, welcomed the funding increase, but believes there are other areas which need improving.
Leader of the council, Peter Martin, said ECC is looking at other methods to attract foster carers, including promotional DVDs and recruitment drives.
